Moro's role in the Dragon Ball Super manga, explained
Moro is a millennia-old evil sorcerer who was sealed by the Supreme Kais, and broke free near the events of the Buu Saga. He arrives at New Namek to use the Dragon Balls but runs into Goku and Vegeta, which leads to a fight with the latter, where Moro makes use of his magic abilities, allowing him to absorb the life force of the Saiyan Prince.
The evil sorcerer had been sealed by the Supreme Kais thousands of years ago because no one was strong enough to defeat him. However, he starts as an older figure at the beginning of the arc and only gets younger as he absorbs the life force of the people around him, which was shown during his clash with Vegeta earlier in the arc.
This character was one of the few fully designed by Toyotaro, and was intended to represent an evil being who was incapable of redemption, which was in a similar vein to Demon King Piccolo, as per his own statements. Moreover, he also gained notoriety for being one of the few major villains in the franchise to not rely on just raw strength.
Moro's powers and abilities
One of the reasons a lot of Dragon Ball Super fans ask the question who Moro is because of his abilities. He stands out when compared to other villains in the series due to him being a magic user, and also because he was in a decrepit state when first introduced, although that was a direct result of being trapped for millions of years by the Supreme Kais.
It is through his Restoration ability that he can slowly make himself young again by absorbing the life force around him, thus changing his design to a much more youthful and stronger version of himself.
He is also capable of reaching the Relaxed State, which allows him to release his ultimate levels of strength just when attacking in order to save energy, with Vegeta stating in the Super Hero Saga that that makes Moro superior to Goku and him.
There are also several abilities he makes use of during his arc, such as mind-reading, sensing the Dragon Balls, creating energy-based prisons for his enemies, and a lot more. There is also a point in the Dragon Ball Super manga where he is capable of absorbing other people's powers, thus making him a major threat in that regard.

A lot of people might ask who Moro is because he is, as of this writing, only exclusive to the Dragon Ball Super manga. However, he has managed to leave a strong impression in people's minds and a lot of fans want to see him adapted to the anime format.
