The recent developments of Boruto: Two Blue Vortex are as intriguing as they are concering. A new member has been added to the Shinju, namely Ryu, who was modelled after Shinki and is likely about to use the same abilities. Elsewhere, the blonde was captured and interrogated by the Leaf before escaping thanks to Shikamaru Nara's hunch.
But the more troubling point is what the blonde shinobi mentions about the Otsutsuki within him. Boruto states that Momoshiki, who resides within, has been awfully quiet as he has been asleep for the last 3 years. While this might seem like positive news as he does not have to worry about losing control, it could be a prelude to something far more sinister and dangerous.

Momoshiki's silence in Boruto: Two Blue Vortex might be building up to something significant
As stated in the manga, Momoshiki had been "dormant" for at least the last three years. This was following the blonde's disappearance. The reason for this is unknown, as nothing about this has been disclosed yet, apart from a mere mention of it by Boruto himself. But rather than be good news, this could likely spell doom for the boy.
Momoshiki being silent is the eerie bit, since he has been shown to constantly be watching. He has also attempted to seize control of the boy's body, but due to the DNA transfer being incomplete, he cannot exert that kind of control as such. This allows Boruto power over him. But even so, Momoshiki has taken control before and wreaked havoc in the Kawaki Arc and the Code's Assault Arc.
During these two arcs, Momoshiki displayed incredible power and a frightening unpredictability. He made quick work of his opponents each time, despite not being at full strength. Both of these instances are a testament to what might happen if Boruto allows the Otsutsuki to fully take over. Moreover, Momoshiki does look to be scheming something, which explains his limited appearances.
There are several speculations as to why he must remain so quiet. One reason could be that he found a method to block his thoughts from melding with Boruto's. Prior, it has been shown that both Momoshiki and Boruto share thoughts, i.e., they can perceive what the other thinks. But now, that doesn't seem to be the case due to his 3-year silence.
Another speculation is that Momoshiki is biding his time. Similar to how he took over during the Boro fight, Momoshiki is waiting for the perfect opportunity to seize control and wreak havoc once more while edging close to his goal. He wants Boruto to end up in a dire and helpless situation where he will have no choice but to resort to Momoshiki's power which will compel him to surrender control.
Again, it might also be possible that Momoshiki is simply waiting to see how the present situation develops. He wants the blonde ninja to possibly wipe out the Shinju and maybe Kawaki after so he can take over with no hassle. Otherwise, he would have to face the God Tree entities, which would likely derail his grand plans.
Final Thoughts
Momoshiki's presence has been a looming threat since he embedded himself within Boruto. A silent 3 years is more ominous than reassuring, implying Momoshiki's patience in waiting for the right moment to take over and It is very likely he also grew with Boruto.
As seen, the blonde was busy focusing on training. This probably allowed Momoshiki to assimilate his strength, learn from whatever Boruto was doing and wait for the appropriate time to unleash the usual devastation that comes whenever he is in control. The psychological toll on the protagonist makes this dormancy all the more terrifying.
Despite remaining quiet, his presence is ever felt. With the blonde growing more powerful, the risk of Momoshiki leveraging this very power against him also grows. Such an internal struggle coupled with the external threats Boruto is facing sets the stage for a potential crisis. Momoshiki could take over and put the boy and the world at risk. Momoshiki’s silence is deceptive and his reawakening will be a major turning point in the story.
