Wind Breaker chapter 167 was expected to see Sugishita realize his jealousy for the protagonist after a very long discussion with Nirei. While the chapter did focus on this aspect, it started with Sakura and Suou in a battle against some members of foreign gangs. Soon, they were joined by Nirei and Sugishita, after which the chapter shifted to where it had left off in the previous chapter.
As expected, Sugishita wasn't able to cope with the fact that Sakura made him jealous of something. However, Nirei kept emphasizing that his jealousy for Sakura was because Sugishita cared for him. This added fuel to the fire Sugishita was burning. Wind Breaker chapter 167 ended with Nirei asking Sugishita about what made him jealous of Sakura, something which Sugishita considered his weakness.

Wind Breaker chapter 167: Sakura and Suou back in action as the conversation between Nirei and Sugishita continues
Wind Breaker chapter 167, titled Flowering Bud, commenced with a focus outside Furin HIgh, where Suou and Sakura were fighting some members from outside gangs. As Suou claimed, the other gangs considered Furin pretty weak after their recent encounter with Noroshi, so they tried taking over Umemiya's haven through their continuous attacks.
However, Sakura declared their tries 'futile' as he was still in shape despite the injuries he inflicted during the Noroshi war. Moreover, as claimed by Sakura in Wind Breaker chapter 167, the people attacking Furin were nowhere near as strong as Endo and the other members of Noroshi. However, Sakura was pissed at Sugishita because he was supposed to be supporting them.
As Nirei was dismissed due to his stomachache, the current fighters were short on manpower. However, after Suou asked if they should bring backup, Wind Breaker chapter 167 saw Sakura declining his request as they were more than enough to deal with the current fight. Fortunately, Sugishita made a flashy appearance, followed by Nirei's.
After greeting Sakura and Suou, Nirei wanted to help Sugishita. However, Sakura told him to stay back as Sugishita held his ground against the enemies and said he should be taking everything alone, given his late appearance. Suou asked if something had happened to Sugishita, given how he was fighting very fiercely.
Chapter 167 then shifted back to where the previous chapter ended as Nirei broke the news of how Sugishita was jealous of Sakura. Sugishita was aggravated, thinking that there was no way he would be jealous of his biggest enemy. However, Nirei pressed the fact that Sugishita was worried about Sakura because he cared for the protagonist.
As expected, this added to Sugishita's anger as he was not ready to accept this fact. So, he grabbed Nirei and stared daggers into his soul. However, Wind Breaker chapter 167 saw Nirei continue his talk to convince Sugishita that being jealous of someone isn't a bad thing.
Nirei continued by saying that Sugishita's jealousy might be because he saw something in Sakura that he lacked. So, the final panels of Wind Breaker chapter 167 teased Sugishita's weakness while the chapter returned to the current timeline where Sugishita was fighting off against the other gang members.
