The One Piece manga is known for a lot of things but a lot of people don't know that author Eiichiro Oda often uses the covers of each chapter to tell mini-stories separated from the current narrative within the pages of his series. A recent example is how he has been using the covers in the Egghead arc to tell stories of Yamato's adventures in Wano, which, according to a recent theory, could reveal Nusjuro's ties to Wano.
Nusjuro is one of the most enigmatic members of the Gorosei and a lot of One Piece fans have theorized that he is connected to Wano in some shape or form, hence why he is wielding a Shodai Kitetsu, which is a special kind of blade that is made in Wano. And is further backed by this new theory, stating that Yamato's adventures throughout Wano could reveal the truth about Nusjuro.

New One Piece could connect Yamato's current adventures on Wano to Nusjuro's past
This new theory is based on the fact that Yamato is currently traveling across Wano, much like her idol Oden did years ago, on the covers of the manga, which could lead to her discovering the truth about Wano and Nusjuro himself. That is where the theory picks up on the fact that Kuri was the only part of the island that was absolutely lawless and how Wano used to be called "The City of Gold".
This suggests that, long before Kaido's reign, there was a period where Kuri was a thriving portion of Wano and the island was known because of its riches. Therefore, it could be theorized that Nusjuro, whose title within the Gorosei is "God of Finances", hailed from Wano and took the gold with him, which was perhaps one of the goals of the World Government.
That theory could explain how Nusjuro has the Shodai Kitetsu, which could also add a bit more to the lore of these "cursed weapons". It is also worth pointing out that Nusjuro's clothing is similar to the ones worn in Wano, adding another detail to this connection.
Oda and his use of mini-stories in the covers
A running theme throughout the One Piece manga is that author Eiichiro Oda tends to use the covers to tell a mini-story that is not connected to the current narrative of the series. That way he can keep certain characters in people's minds as the main cast is going from one island to another and sometimes even leads to some major moments further down the line.
Some of these mini-stories in the covers included Ace's hunt of Blackbeard, Vivi's everyday life in Alabasta after her character-centric arc over there, or how the likes of Rob Lucci and CP9 managed to get a second chance after failing in Enies Lobby. All of these events would eventually come to fruition in the pages of the manga, with the covers setting up some key plot points.
Final thoughts
There is a very good chance that Yamato's adventures on Wano could lead to a major plot point in One Piece and could very well be Nusjuro's ties to that land. It makes sense when considering the aforementioned evidence and could also explain some elements of Wano's decadence.
