Jujutsu Kaisen has been a very layered story with different themes centered around the upbringing of a new generation. It also explores the loneliness of being at the top of any aspect of life. While most of the story was spent in a constant fight against Kenjaku and later Sukuna, a repetitive theme within the series has been that of Gojo's students surpassing Gojo.
Gojo himself has stated many times that his students, like Yuta, would eventually surpass him. He believed they would create a generation better than the current one. Another theme that has been constantly reiterated among the fans is that of hard work versus talent, particularly during the Gojo vs. Sukuna fight.
Although there hasn't been any clear distinction between hard work and talent when discussing Gojo and Sukuna, it is evident that talent is needed to break into the upper echelons of power within the series. Given these facts, it is clear that Gojo's students could never surpass Gojo in pure jujutsu prowess at all.

Jujutsu Kaisen: Gojo and Sukuna will remain the strongest forever
Satoru Gojo has been the sole existence in recent anime and manga that has somehow surpassed the popularity of their parent series. Gojo's popularity, both in and out of the story, has remained a key aspect of his character. His strength and status as the "Strongest One" remain the key themes centered around his struggles and identity.
Satoru Gojo's existence alone changed the balance within the jujutsu society. Curses became exponentially stronger to somewhat cancel out the imbalance created by Gojo's strength alone. While Gojo never backed down from his duties and status as the literal god of jujutsu within the story, he repeatedly stated how his students would eventually surpass him.
Gojo's existence and role within the story had a great impact ever since his birth, marking the arrival of an existence gifted with the Six Eyes and the Infinity technique.
Both of these synergized with each other, making him the strongest existence ever in the series. While his students themselves have power comparable to the special grades of the series, none of them will realistically be able to surpass Gojo's prowess.
Gojo's eyes allow him to observe and control even the minutest attributes of cursed energy. His Infinity technique provides him with a counter to almost everything. Yuta Okkotsu, on the other hand, only boasts a near-limitless pool of cursed energy and a versatile but unremarkable cursed technique. This combination will not enable him to surpass Satoru Gojo.
Yuji has Sukuna's techniques but does not have the intellect and drive that work against the goal of surpassing Gojo
Hiromi Higuruma, the one supposedly having equal potential to Gojo, has an unbelievable aptitude for jujutsu. However, his cursed technique lacks versatility. Maki, even at full strength, cannot surpass Gojo. Similarly, Hakari does not have the prowess or work ethic strong enough to reach Gojo's level.
All of these students possess overwhelming talent, whether due to their intellect or physical prowess. They also share a hardworking mentality. However, Gojo's level remains unattainable for them.
Gojo's entire existence exemplifies unimaginable talent working harder than anyone else to achieve a position unreachable by others. Similar arguments hold for Sukuna, who was an existence literally geared toward excelling in jujutsu as well as combat.
