#2 United Kingdom
This is one appeal I think the NBA has heard. The United Kingdom or England is the key to unlocking the potential of a great part of the rest of Europe. The small island country is not only highly influential in their beliefs, but also and most unfortunately not that interested in Basketball. The NBA is bringing a game between the Washington Wizards and the New York Knicks to London in January 2019 making this the ninth regular season game.
However, all these games have not built the fan base. In a country driven by football and tennis making itself a second, I believe this country has much more basketball potential than it shows.

The national team, due to the well-structured country is well backed, but the incentivization to find potential is almost zero, just like the number of players from this country in the NBA. Some of Englands neighbors like France and further south Spain have gotten involved and I believe that the NBA should put in some effort for the Brits next.
