#1 General Managers approval
This is a big reason for why this could happen. In NBA league meetings, the general managers meet and discuss new rule changes or expansion teams that could be made. Most likely, I am assuming you would need a three-fourths vote like how they did for the lottery reform. Since there are 30 general managers in the league, you would need 25 to say yes.
Multiple sources according to SonicsRising.com, have said that 14 are definitely for it, but 2 are against it, and the others aren't strongly on one side yet. This is a stretch, but it is definitely something to look out for if this ever comes up in a league meeting. Sources also say that if the Sonics had a new arena, they would pass easily. As I said in reason 3, Tim Leiweke signed a deal with the city to privately fund his group to renovate the arena to have it NFL and NBA ready by 2020. This could be perfect for this opportunity, and as a Sonics fan, I could not wait to see what will happen
