Jordan McLaughlin spent his childhood in Etiwanda, California, where he attended Etiwanda High School playing football and baseball. His father is Thomas McLaughlin, a minor-league baseball player. McLaughlin, however, developed an interest in basketball and began playing in high school and scored 19 points in the 2013 Chicago Elite Classic. He chose the University of Southern California to continue his collegiate career.

In college, he averaged 12.1 points and 4.5 assists as a junior but missed the end of the season due to a shoulder injury. He improved his overall statistics in the forthcoming seasons and averaged 13.4 points, with a 47% shooting average and helped his team to the NCAA tournament in 2017. In his senior year, he averaged 12.8 points. 7.8 assists and 3.7 rebounds with 2.0 steals per game and was selected in the First Team All-Pac-12. He declared for the 2018 NBA Draft but was unfortunately not picked. Shortly after, he signed a contract with the Brooklyn Nets and was sent to play with their affiliate team, the Long Island Nets, in the NBA G-League.
