#2 Donovan Mitchell
Personally, I'm very high on the Utah Jazz next season. I do believe their team will contend for the championship. As a result, they could possibly send two players to the All-Star game due to their team's success.
Donovan Mitchell began the year in a very inefficient manner. His shooting struggles were perhaps due to defenses being more locked in on him as the Jazz's primary scorer. However, after the All-Star break, we saw Mitchell step up his game. In the second half of the season, he was averaging 26.7 points, 4.6 assists, and 4.5 rebounds. All this while shooting 45% from three.

With Utah's additions of Conley and Bogdanovic, expect Mitchell to continue to shoot more efficiently as opposing team's defenses will have to put pressure on these new additions. If it all goes according to plan, expect Mitchell and Gobert to be on the All-Star team next season.
#1 Luka Doncic
The rookie phenom that took the world by storm last year received some All-Star buzz last year. There's no denying Luka Doncic's obvious talent, his all-round game makes him the next up and coming star for the modern NBA. Last year, he averaged 21.2 points, 7.8 rebounds, and 6 assists a game - a historic statistical season for a rookie.
However, there's no avoiding the obvious inefficiency in Doncic's shooting. This inefficiency could be due to being the only consistent offensive threat for the Mavericks. Hopefully, with a healthy Porzingis, we'll see Doncic's game improve as his team will now have a second star. If he continues to improve, expect Doncic to be named an All-Star for many years to come.
