All operators in Black Ops 6 are not available at the start of the game. The characters are divided into two distinct factions from which you can pick your favorite. These are simple cosmetics and do not possess any special characteristics in the multiplayer modes. You can grind the game to level up your account and unlock most operators that are currently available.
