Cupps attended Centerville High School and was named Ohio Mr. Basketball in 2022. His father, Brook Cupps, is a high school coach who led Centerville High School to a state championship during Gabe Cupps' junior year. According to the Greater Western Ohio Conference's official website, Cupps averaged 15.4 points, 6.2 assists and 4.5 rebounds per game during his senior year. During his senior year, he shot 49.5% from the floor and 39.5% from beyond the 3-point arc.

In November 2021, Cupps committed to the Indiana Hoosiers. According to his college roster, as a freshman in the 2023-24 season, he played in all 33 games and started in 22 of them. He finished the season averaging 2.6 points, 1.8 rebounds, and 1.2 assists per game. According to The Hoosier, on December 11, 2024, Cupps was ruled out indefinitely as he needed to have surgery for a lower-body injury.
