McNeil scored 2,448 points and became the No. 14th player in the history of North Carolina High School Athletic Association (NCHSAA) to achieve these statistics. He received Player of the Year in the Sandhills Athletic Conference (SAC) for three straight years as well as North Carolina Basketball Coaches Association (NCBCA) District 4 Player of the Year honors. He took Richmond to a 25-6 record and an NCHSAA East Regional Final during his senior season. He averaged 31.7 points, 9.5 rebounds, and 4.9 assists per game while shooting 54 percent from the field. McNeil scored 952 points, the third-most in NCHSAA history, and set the NCHSAA single-game scoring record with 71 points in a victory over Lee County. During his junior year, Paul McNeil led Richmond to a 28-3 record and into the regional championship in 4A East. They also qualified for the state championship game, making it their first appearance since 1997. In that championship game, McNeil averaged 24.0 points and 8.7 rebounds per game. In his sophomore year, McNeil was named Gatorade North Carolina Player of the Year and played AAU basketball for Garner Road.
