Howard began his collegiate career at LSU in 2022 but spent only one season with the Tigers before entering the transfer portal in January 2023. At LSU, Howard appeared in two games without starting. He saw extended playing time in LSU’s 63-7 Citrus Bowl win over Purdue on January 2, 2023, where he played the entire fourth quarter. He completed 2 of 4 passes for 7 yards and rushed for 33 yards on six carries, including a long rush of 23 yards against Purdue. His other appearance came during LSU’s home opener against Southern on September 10, 2022.

After transferring to Ole Miss, Howard made his debut in the 2023 season as a redshirt freshman. One of his standout performances came during the 2020 state championship game, where he passed for 381 yards and four touchdowns in a 35-28 victory over De La Salle. As a senior, Howard completed 155 of 259 passes for 2,394 yards and 25 touchdowns, earning him invitations to prestigious events like the Under Armour All-American Game and the Elite 11 camp, where he finished among the top 10 quarterbacks.

In his junior year, Howard threw for 3,430 yards and 42 touchdowns, securing numerous accolades, including the 2020 MaxPreps High School Football Player of the Year for Louisiana, Louisiana Gatorade Player of the Year, and a spot on the 2020 Louisiana High School Football All-State First Team for Offense. He was coached by Ryan Frederick during his high school career.
