3) Anil Kumble:

Bangladesh v India - ICC Champions Trophy - Semi-Final - Edgbaston

The greatest Indian spinner of all time, Anil Kumble, represented India in consecutive World Cups (from 1996-2007). In each, he made a substantial contribution with the ball.

With 31 wickets in the 18 World Cup matches, his performance was top class. However, he missed out in the 2003 World Cup Final, where Harbhajan was selected ahead of him. This legend also does not have a World Cup in his kitty.
