Flash Upgrade
This upgrade can be obtained in the Paradise Plaza. Go inside and find this part on a shelf in Cam's Camera (located to your right, after you exit the Warehouse). This is the place where you could purchase batteries in the original game. As you can expect, this will allow you to activate your camera's flash, lighting up darker areas.
Focus Upgrade
Inside the unfinished North Plaza, is the Pearly White's Photo store. Finding it should be easy as it is just across the location where you meet Cliff. In case you forgot the exact place, search for Crislip's Home Saloon, and you can find the store nearby.
The Focus Upgrade will be waiting on a shelf inside Pearly White's Photo. As the name implies, it will allow Frank to adjust the camera's focus.

Go to the upper level of Wonderland Plaza. You will find Philo's Photo opposite the Sir-Book-a-lot store. Cross the bridge and go inside the camera shop to find the final piece of upgrade sitting on a shelf inside the store.
