Step 1: Land on either of the four Railroad tiles.

Step 2: Complete a Shutdown on another tycoon's board or a Bank Heist in Monopoly Go. Lucky players can obtain a Mega Heist by obtaining three gold bars or rings.

Step 3: Collect balls.
