The upcoming jungle monster, Atakhan, will appear in Summoner's Rift at the 20-minute mark. Notably, he will spawn in the river adjacent to either the top or bottom lane, although the specific side will be based on the damage inflicted. The side that has accrued a greater number of kills and total champion damage by the 14-minute mark, will feature Atakhan's spawn point.
At the 14-minute mark, two permanent walls will appear around Atakhan's spawn point. Following that, players can strategize their next approach around this new jungle monster.

Atakhan's forms and their effects in League of Legends
The extent of champion damage inflicted and the number of kills achieved during the game thus far will influence the form that Atakhan ultimately assumes. Here are all the details:
Ruinous Atakhan
When there is a significant number of kills and damage inflicted, Ruinous Atakhan will emerge. The team killing him will receive a permanent buff of increased effects of all epic monster rewards. Furthermore, Atakhan will also leave behind a field of Blood Roses.
Blood Roses is a new addition to League of Legends in Season 15. If taken, this plant can give your team a permanent stacking of Adaptive Force, and also a bit of XP.
Voracious Atakhan
When the game has a slow pace and a low kill count, Voracious Atakhan will appear. Eliminating him will grant your team a one-time rebirth buff to immediately respawn after death. Furthermore, Voracious Atakhan's buff will also enhance the champion takedown gold permanently.
What can we expect with Atakhan's addition to League of Legends?
