What happens if you Banish the Opposing Faction in Frostpunk 2
If you choose to banish the Opposing Faction in Frostpunk 2, you must evacuate them from the City by resolution or force. You will have a counter displayed on the left of your screen that depicts the affected Faction population that you must remove before you can reach endgame.
The second stage of this choice is to set up a Colony for the Faction which is to be banished in Chapter 5 of Frostpunk 2. Set up Windward Moor as a habitable area for the Faction to relocate and live their own lives separately. You have two choices — fully furnish the settlement to provide Heat, Food, and Shelter or Transfer control of Windward Moor to the banished Faction.
If you wish to play the game a bit longer and relish in building another settlement, set up Windward Moor and fulfill its needs. But if you want to dispatch the banished Faction and be done with them, transfer ownership to them.
To remove the banished Faction, you can use your secret Police to reduce their number. Additionally, keep condemning them by selecting their icon and choosing the option. After a while, some members of the banished Faction will automatically decide a mass exodus to Windward Moor while the remaining will eventually die or be chased away.

What happens if you Seek Reconciliation in Frostpunk 2
If you choose Seek Reconciliation, you will be in for the longest choice of Chapter 5. This choice will have multiple steps that must be completed before you can reach the endgame. The objective of this Reconciliation is to sign the Peace Accord which guarantees peace between the two warring Factions.
But signing the Peace Accord is not as easy as it seems — first, you must get rid of all radical laws that have been passed in the City. Radical Laws have a massive impact on the functioning of society and are marked with a red aura. Look for any such Laws you have passed and repeal them before you can proceed.
Once all Radical Laws are repealed, you must then appease both the Factions in Frostpunk 2 and mend your relationship with them before proceeding to peace talks. Select each Faction and opt for 'Negotiate Peace Agreement' to begin the process.
When you select 'Negotiate Peace Agreement', you are given three areas out of which you must choose two actions to negotiate peace and raise your Trust with the said Factions. These actions can range from demolishing buildings to researching and building structures. Additionally, you might also have to repeal or Pass a Law to appease a Faction.
Once you have chosen two actions for both Factions, you must complete these at the earliest. The more you delay, the more your Trust falls and pushes you to the brink of the City's collapse and your banishment to the Frostlands. After completing the actions, head over to the Council and then to the Rule tab. You will find Peace Accords at the center of the screen. Select and propose the Law to be voted on.
Ensure you have enough votes in the Law's favor before setting it for voting. If you feel like the votes are less, negotiate with the opposing Factions to earn their support in the voting. You can also use Guided Voting, which is one of the best Laws in the rule tab, to push the votes over the winning side. Sign the Peace Accords to restore harmony and peace in New London.

What happens if you Enforce Order in Frostpunk 2
Enforcing Order in Frostpunk 2 is one of the most powerful choices in the storyline. This choice will essentially transform you from the Steward of the City to the Captain of the people — a man whose authority cannot be questioned and whose Trust cannot be demanded.
Your objective in this choice is to enforce order through the Captain's Authority rule. Captain's Authority grants you nigh limitless power and easily quells protests and Civil Wars in your City. You can achieve Captain's Authority by passing all the Rule Laws through the council.
If you have all the Rule Laws passed before then you are directly sent to vote for Captain's Authority and a majority of the City is in favor of this Law being passed. The Law is immediately passed and you are granted this power. If you have not completed all the Rule Laws, then you must pass all the Laws on that page before you can reach Captain's Authority.
Once you have reached the Captain's Authority, transform yourself from the Steward to the Captain in Frostpunk 2. Your task will be to enforce the Secure Rule option and bring order to the chaos of the City. Head over to the Generator and select it to open up the main City controls. You will find the Secure Rule button there. Before you proceed, make sure you have 45 guards to enforce this rule.
Once the rule is enforced, Trust becomes permanent in the City and all rights are taken away. Protestors and rioters and dealt with most stringently and gradually, and the Tension in your City reduces to nothing. Captain's Authority grants you the final say in the City and nothing can waver your position now. Wait for Secure Your Rule to be completed.
Once completed, an action bubble pops up. Selecting it gives you the option to condemn either of the Factions or both the Factions. This is a personal choice and you can choose either. Making your choice unlocks the final stage of Enforce Order in Frostpunk 2.
In the final task of this choice in Frostpunk 2, you must build a settlement enclave for the condemned Faction or Factions, depending on your choice. While building the enclave(s), you must complete the structure and expand it once.
After expanding the structures, place guard towers in those Districts. You must also make sure that the enclaves are nowhere near Housing or opposing Faction Districts. Once this is done, select the enclave and hit the 'Begin Enclave Relocation' to begin the exodus of the Faction(s) to the permanent prison camps.
This is the harshest choice among the three and it essentially establishes you as the Captain of the City in Frostpunk 2. Your rule is undisputed and any Law you wish for will be passed without any questions. Your populace will despise you but their opinions won't affect you. You are the City. The City is yours.
