To succeed and win battles in each round of the Exercise Surging Storm event, you'll need to balance various types of Combat Units, which are divided into Normal, Elite, and Apex classes. Apex units are the strongest, so prioritizing them is crucial. When picking Combat Units, combining two units of the same rank into a higher-tier unit boosts their strength (this boost can go up till Rank 3).

Consider selecting units that complement each other in terms of elemental synergies, as this will optimize damage output and survivability. For example, Hydro and Pyro units work well together to trigger Vaporize.

On the other hand, any elemental unit when paired with an Anemo unit can quickly spread damage using the Swirl reaction. Similarly, you should also keep this in mind while placing combat units to face against certain enemies during the Preparation Phase.

Normal Class:

  • Anemo Samachurl (can group up enemies and cause swirl reactions).
  • Electro Cicin (will work well against most enemies, as long as they are not ranged).
  • Nobushi Kikouban (can fire at enemies from a distance as well as do melee damage when close to them).
  • Hydro Mimic Finch (great for some of the starting battles as it deals a lot of damage, and also explodes when defeated).

Elite Class:

  • Ruin Guard (slow but has a lot of HP, and deals great damage).
  • Large Cryo Slime (a great ranged unit that deals a ton of damage, but the only drawback is that they are weak against all pyro units).
  • Suppression: Specialist Mek (great against flying enemies and deals damage in an AoE).
  • Kairagi: Dancing Thunder (has a wide range of strong attacks).

Apex Class:

  • Consecrated Red Vulture (deals a ton of Pyro damage in a wide AoE).
  • Consecrated Scorpion (has a lot of HP and deals great AoE damage).
  • Eremite Scorching Loremaster (can summon a strong companion and deals a lot of damage).
  • Eremite Galehunter (can group up enemies).
  • Eye of the Storm (can group up enemies and deal a wide range of damage).

When strategizing units in the Exercise Surging Storm event, consider your Combat Unit's strengths and weaknesses as well. Melee units are weak against Flying units; Flying units dodge ground attacks but are vulnerable to Ranged assaults; and Ranged units deliver high damage but are weak against Melee units.
