You cannot cancel construction in Frostpunk 2
Unfortunately, once you begin construction in Frostpunk 2, you cannot cancel it. You must wait for it to be completed and there is nothing you can do to interrupt or stop it from completion. The only exception to this rule are the Trails and Skyways which you build to connect colonies and settlements to the City. During their construction, you can click on the hammer icon and cancel it to retrieve your resources.
The only alternative you have is to wait for the construction to complete and then demolish the building or District to get back some of the resources spent on construction.
Demolishing will take additional time and unless the building is completely demolished, you will not be refunded your materials like Prefabs, Heatstamps, and more.

How to demolish Districts and Buildings in Frostpunk 2
You can easily Demolish Districts and Buildings in Frostpunk 2 by heading over to their information panel. Select the Districts or Building and click on the destroy button on the bottom-left. It looks like a house with a cross across it. Additionally, for Buildings within a District, select the destroy button on the left of the Building's icon.
After selecting the Demolish option, wait for it to be completely demolished to get back your materials like Prefabs, Heatstamps, and more. An interesting fact about demolishing is that the moment you begin it, the Heat Demand for the building or District stops and it is added back to your Heat economy. You can now use it for other areas.
Demolishing buildings is the only alternative for the lack of the ability to cancel construction in Frostpunk 2. Demolishing a structure will give you back some of the resources spent which you can use to make new Districts or Buildings. You should also demolish Extraction Districts where the resources have dried up to conserve Heat and get back some of the resources to invest elsewhere.

How to cancel construction planning in Frostpunk 2
Although you cannot cancel an active construction, you can still upend construction during planning. Similar to construction where you must select the tiles and hit the check mark to begin, you have to deselect all tiles to cancel construction planning. This is the only way to cancel construction in Frostpunk 2 before planning is complete.
You can deselect specific tiles to readjust the District's placement or scrap it all together to build it later or at a different place. This mechanic works similarly to Frostrbreaking in Frostpunk 2 and makes it easy to place or modify areas you wish to expand.
