What makes an item Common?
Player Items
What makes a player item common is entirely up to the EA SPORTS FIFA development team, who determine which players have unique abilities or attributes that qualify them as Rare players. The rest, on the other hand, are labeled as Common Player Items, and this applies to the vast majority of players in FIFA Ultimate Team (FUT) because they lack the unique qualities or standout characteristics that Rare Players do.
Even so, the development team exercises caution because not every player with a distinguishing feature is designated as a Rare Player Item. The most important thing to remember about Common players is that they are distinct from the player's rating. This only determines whether a player item is Gold, Silver, or Bronze, as players rated 75 and above are Gold, players rated 65 to 74 are Silver, and the rest are Bronze.
However, even then, Common player items are across all three sections although Rare Items do tend to have higher ratings, it is possible to find a Bronze Rare player card.
Consumables and Stadium Items
When it comes to Stadium Items, the development team considers the aesthetic or visuals that the item may provide in-game, as well as the strength of the real-world team to which it is related. Stadium items also fall under Epic, Limited-Edition Epic, Limited-Edition Noble, and a few other categories.
The designation for Consumables is based on how much an item will impact the game or offer to the gamer's FUT team. A common Bronze contract, for example, could increase a player's time at the club by 8 games (for a Bronze player), whereas a Rare Bronze contract could increase that time by 15 (for a Bronze player).
What is the difference between a Rare and a Common item?

CONMEBOL Libertadores and CONMEBOL Sudamericana are the only Special Items in FIFA 23 that have Common versions. Other Special Items in FIFA 23 are labeled as Rare.
