Playing in 'Steward' difficulty requires extreme focus, meticulous planning, and great control over the dispersal and use of resources within New London. Captain
This is the hardest difficulty in the game. It is extremely challenging and there is simply no room for error. Each mistake you make will have severe consequences. Your entire city needs to be under your watch at all times, and like before, the metrics of all your resources, Citizens, growth, and other factors will have to be under constant supervision.
