Crossplay allows players to play with their friends across platforms, whether they are on a console or PC. That said, this is a purely single-player experience. So in the absence of any multiplayer or co-op features whatsoever, Dragon Age The Veilguard does not feature crossplay.
This is not particularly a letdown since the Dragon Age series has always been a single-player journey about creating a world shaped by the player's choices in a fantasy world torn by war and strife. This remains true of the latest installment too, and the game's linear level design would dissuade any co-op possibility in the first place.

Does Dragon Age The Veilguard have cross-progression?
Cross-progression is a more reasonable ask since it allows users to carry over their gameplay save files between platforms, so they can enjoy it even when away from their main mode of play. However, this game does not feature any cross-progression or cross-save methods either.
If PC players do buy a copy on their console, they will have to start anew by creating their character and fighting through the prologue and beyond. On a tangentially related note though, fans can import choices from the previous game Dragon Age Inquisition. Curiously, however, this is not via save files as it used to work before.
Instead, players will make choices in the character creator itself, which will determine how things will be shaped for the story of this new game as the protagonist and their team face a new threat. While this is suggested for those who've played Inquisition, newcomers will want to keep the "Default" setting instead.
