Dota 2 received the new patch 7.21 with the New Ranked Season and it was supposed to be balancing patch. 7.20 was the Major Patch and like all other major patches 7.20 changed the game again, 7.21 is here now to shape the meta and the heroes properly.
I am not going to talk about most buffed or most powerful heroes, I am going to mention 10 heroes that made a profit from 7.21 and now in a better position with an increased win rate.
#10 Alchemist

Alchemist's win rate rocketed up after 7.21 by almost 5%. He now might be meta-viable with a little over 52% win rate. Alchemist did well at the end of the patch and it's because icefrog improved a lot of stuff. His base movement speed was increased by 10, base agility was increased to 22 from 16. Chemical rage base attack time was improved and level concoction talent now adds the damage to the max instead of the base damage. So a lot of positive changes and that makes him relatively better.
#9 Monkey King
Monkey King saw a very little improvement and almost no changes in the patch which makes him almost meta viable. But it's not about how many improvements he had if he receives the improvement in the right area. He can be very dangerous even with slight buffs. Monkey King's base movement speed was increased by 5 and Wokung's Command attack rate improved from 1.3 to 1.2. A small buff on a hero that was already having over 45% win rate, now with a slight increase he is sitting at almost a 50% win rate.
#8 Brood Mother
Brood Mother faced a few reworks but after reworks, she received increased win rate which is now pushing her over 50% win rate. Her level 10 talent-spawn spiderling damage saw a huge buff as the damage increased from 75 to now 125. Broodmother level 15 talent changed from XP gain to +15 agility, I see it as a buff. Level 20 talent increased from 20 spider damage to 30. Level 25 talent increased from 350 spider's health to 450. All the reworks were positive changes and this explains the improvement in the win rate. I'd say Brood is more than meta viable at this point.
#7 Visage
Visage received almost over 5% win rate in last few days and he is probably now sitting at the top win rate with over 60%. Now surprisingly if you look at the changes, they were supposed to be nerfs to him and there is not much improvement in the hero. Familiar movement speed was reduced, Level 10 talent was reduced from 120 cast range to 100 but these are not the reasons why visage is so OP right now. It's actually the items Visage use, they are now actually cheaper and easier to afford for visage. Plus solar crest now gives a flat +20 movement speed instead of 6% and that is a huge improvement for a hero like Visage.
#6 Ursa
Ursa was already sitting over 50% win rate and now with the increased 5.5%, he is sitting at 57% win rate, right behind Visage the second highest win rate in the game. Ursa was nerfed and buffed both a little. The fury swipes damage was reduced and his base movement speed was increased by 15. Makes him more mobile but deals less damage in the early game.
#5 Gyrocopter
Gyrocopter was sitting at a very average win rate even though he was very much in the meta before. This patch seems to increase his win rate again pushing him up to almost 48.5% win rate with a massive 5.70% increased win rate in the recent few days. His base strength was increased to 22 from 19. Doesn't sound much but apparently, it is enough to give him a 6% win rate boost.
#4 Arc Warden
Arc Warden faced some Major buffs and no wonder he is all over the headlines again. Arc Warden saw an almost 6% win rate increase after the patch pushing him over 49% win rate. Spark Wraith damage was increased from 100/160/220/280 to 100/170/240/310. This was a massive buff but it was not enough so now the tempest double have increased duration of 20 seconds. His level 10 talent also was slightly improved as it now provides +30 attack speed instead of +25.
#3 IO
IO probably got the highest increase in the win rate as win rate increased over 7% pushing him up to almost 47% win rate. Now keep one thing in mind, IO is very hard to play hero and there are games where people randoming IO or throwing a game. So for heroes like IO, Meepo having a nearly 49% win rate is a huge deal. well, it was. After the reworks IO now even seeing increased win rate in the lower brackets which explains the whooping 7% boost, so yes IO now is fairly easier to play.
Io is removed from captains mode and they only remove heroes when they go for a massive change, the hero is not restored in the game until they think it's not broken anymore. Tether now transfers Health and Mana even when IO is at max HP. Overcharge now was 18-sec cooldown and 8-sec duration, No longer has a 2-second toggle. Overcharge now has a mana cost and doesn't take 6% HP or mana per second. Overcharge attack speed bonus has been increased, overcharge damage reduction is increased. Relocate delay is probably the only nerf but relocate cooldown is now reduced by 30 seconds at the maximum level.
#2 Lone Druid
Lone Druid has a very increased win rate, 7.45% boost in the recent days. Again he did not see a lot of changes but he saw slight improvements and tweaks and almost no nerf which making him slightly meta viable and it's working as you can see the increased win rate.
Spirit bear movement speed was increased. Spirit bear attack damage was increased. Level 20 talent changed and now grants you 0 entangle cooldown and the level 25 talent grants you 0.5s spirit bear attack time.
#1 Life Stealer
I'm sure you didn't expect this. Well, Life stealer is actually seeing a very fast increasing win rate and going to back the meta from not being good in the meta. Life Stealer saw a 7.81% increased win rate which now pushing him up to almost 56% win rate.
Base movement speed has been increased by 15. This is a very small but great change, heroes like life stealer, Ursa can really profit from the increased base movement speed. His base armour is now increased by 2, makes him a little tankier earlier in the game. It is now easier for him to trade hits and actually makes the laning phase way easier for him. The level 15 talent however saw -5 movement speed reduction but it doesn't really matter because of the first two buffs being so heavy.
