To start The Wolf’s Call, you’ll need access to Elvhenan’s Haven. This location is unlocked after you've progressed through Harding's quest, "An Unfamiliar Sense," or when you revisit Arlathan Forest. Look for a second boat that the Caretaker can use to transport you to this new region.
Once in Elvhenan’s Haven, head west rather than east (which leads to the portal to Arlathan). South of this region, you’ll find a portal across a bridge, which is the entrance to The Wolf’s Call.

How to complete The Wolf's Call quest in Dragon Age the Veilguard
As you start the quest, a cutscene plays where General Felassan rallies his troops against Elgar’nan in Solas’ memory. It shows how Solas is against the Elven gods. Afterward, the mage and soldiers will attack you. These enemies are weak to electricity and resistant to fire, exploit the weakness to kill the mages as fast as possible and focus on killing the soldiers.
After that, as you move forward, you’ll encounter three imprisoned elves behind a locked gate. To free them and move forward, solve a puzzle involving a power crystal and a wisp.

Begin by collecting the power crystal near the prisoners' gate. Take it down the stairs to find two gates, each with a power node in front. Place the crystal on either node. Next, go up the opposite staircase to find a power projector. Use it to align a beam toward the unpowered node, this will open the gates.
Through the gate on the right side of the stairs, you’ll find a wisp. Simply walk up to the wisp to make it follow you. Lead the wisp upstairs to the wisp node near the prisoners’ gate. Once placed, the wisp will activate the node, freeing the elven prisoners.
A bridge will form ahead, leading to the final stretch of the quest. Crossing the bridge, you’ll face a group of mercenaries. Among them is a challenging enemy wielding a tower shield. Once you’ve vanquished the enemies, you’ll be rewarded with a wolf statuette, this marks the end of the quest.
