How to get Dull Blade in Genshin Impact?
Unlike most other weapons, the weapons of this series can not be obtained through wishing on any banner. Instead, you can obtain them by opening Common/Exquisite chests or by checking the right Inspect slots. Alternatively, you can also obtain it by summoning a new 4 Star or 5 Star sword user and take it from them as this will be their default weapon. You can also buy it from Schulz, Wagner’s apprentice who can be seen hanging around in his shop for 300 mora.

Appearance
Every weapon has two forms, one when it is summoned and one when it is ascended. Upon ascending the weapon receives an upgrade in its design. Dull Blade is in the shape of a typical sword, possibly double edged.
Non-Ascended
Before ascension, the sword is bland and does not have much to it. The hilt is of a greenish blue colour. The frame extends out a little bit, with a gem of the same colour as that of the hilt attached to it. The blade is of a monotonous gray colour, resembling a white iron ore.
Ascended
Upon ascension, the weapon becomes a lot more lustrous. The hilt becomes brighter and blue while the gem imitates the same as well. The blade becomes a lot brighter, making it look a lot more polished and there are blue markings on the sword upon ascension as well.

This means that this weapon is strong enough to be used while defeating an archon, making it strong canonically. However, mechanically, this weapon is nothing more than garbage. The maximum value for this weapon is attained while using it as a weapon ascension material.
Final Thoughts
Although used to tame a dragon, defeat a god or even go against an archon, Dull Blade is still just a 1 Star sword, and the only one with that title in the game. This does not make it special in any way, but rather serves the purpose of showing how much a weapon affects the gameplay of a character. This weapon is incredibly ineffective as it does not have any passives, secondary stats, and can’t even be levelled up beyond Level 70. While it does cost much less resources to level up, it is still a waste of resources and is not to be leveled up if you care about giving your characters better weapons.
