How did EA miss out on giving these players an upgrade?

When players like Harry Kane, Richarlison, Aubameyang and Lacazette are getting upgrades, it's a huge mistake not to give one to Eden Hazard. The Chelsea star was on top of his game at the start of the season and was the sole reason for The Blues' amazing start in the league.

He has shown consistently on the pitch that he is the best player in the Premier League but somehow, EA 'forgot' to give him an upgrade. Yes, he is already at 91 but looking at the way he has played, nobody would have argued if he got a push to 92 – the same rating as Neymar.
He does have 3 other special cards rated at 92, 93 and another 93 but that does not mean that EA should just stop giving him an upgrade. He has a Player Of The Month card and 2 Team Of The Week cards because he has been that good!
