The Council is the first thing you will need to unlock in-game, which you can do during Chapter 1 of Story Mode. The game will walk you through the basics of how to build the Council Hall. For a Law to be passed, a majority of delegates must vote for it. This is where things get tricky as different Fations will have varying outlooks towards a Law. Even Laws that are aimed at improving the all-around quality of life in certain ways can be opposed. The extreme Cold seems to affect people in strange ways.

If you allow a Faction the chance to propose the next Law on the agenda, the one you vote on could already be set for you. If not, feel free to propose a law from four categories: Survival, City, Society, and Rule. The final part of mastering the Frostpunk 2 Council and Negotiation system is understanding the concept of negotiations. If you do not get the vote of the majority, you'll have to negotiate with Factions to get a certain Law passed. This can be done by choosing the Negoiate Option. However, it can be challenging, as negotiations often involve promising to fulfill certain objectives.

When you choose a Faction to negotiate with, they will offer you a few terms. You will have to choose one and see it through. These are the possible things they could ask you to do:

  • Enact a Law
  • Research an Idea
  • Build or destroy a building
  • Use an action towards a specific Community or Faction

Whichever promise you choose will turn votes in your favor with a certain Faction. However, delegates who are opposed to you may begin to switch sides. Mastering the the Frostpunk 2 Council and Negotiation system is a delicate dance; once that you will have to practice quite often in-game.
