It is important to note that no resource in the Frostlands is permanent and it will eventually exhaust. However, it is crucial to explore the area and find Oil since it lasts for a long time and can help players concentrate on other issues in the main City.
You will be prompted to explore places to find permanent Fuel in Frostpunk 2 in the first chapter of the game itself. A cluster of Coal can be found in the Foothills region just near New London, but it is barely enough to keep the Cold at bay. So it is best to prepare a set of Frostland Teams to search for a better fuel source.
The best way to get Oil is to search and unlock the Frozen Bay area first which is adjacent to New London. Once it is unlocked, you can start sending teams deeper into the frozen lands and toward the Desolate Coast area. Here, the teams will explore and discover an old machine that will provide you access to the Old Dreadnought, which will complete your search for Oil.
Once you have found Oil, you will need to build a colony in the region and construct residential areas alongside Extraction Districts. However, before that, you have to Frostbreak over the entire area to begin your operations. Once this region is set and the colony is functional, you should move over a large workforce to meet the necessary demands.
