The Treasure Hiding Hobbyist is a toy figure who can be found in the Toytanium Mines in the Broken Sea region. Follow these steps to reach the character and solve the puzzle.

Step 1: Teleport to the middle waypoint in Broken Sea and head east

From the middle teleport waypoint in Broken Sea, turn right and jump down towards the island on the right till you reach the very bottom floor. You will find a Toy Bomb on a ledge.

Step 2: Pick up the Toy Bomb and destroy the wall

Pick up the Toy Bomb and turn left. Walk straight and then take another left till you reach a blocked wall. Place the Toy Bomb on the wall and let it detonate.

Step 3: Enter through the wall and talk to the Treasure Hiding Hobbyist

Once you blow up the wall, enter it through the opening, and you will find the Treasure Hiding Hobbyist to the right. Once you talk to him, he will tell you why he is in Broken Sea and what he is up to.
