The Mongol Commander's armor in Ghost of Tsushima can be unlocked while progressing through its main story. While most of the outfits are unlocked automatically via story progression, some are sealed behind special quests called the Mythical Tales, which not only reward you with great armor sets but also an intriguing story surrounding them.
There are also special side stories that come with unique armor sets as rewards. One such armor set is the Mongol Commander's armor, which is easily the most unique, apart from Fundoshi, of course. The most intriguing aspect of the Mongol Commander's armor set is that it's the only Mongol-themed outfit in the game.

How to obtain the Mongol Commander's armor in Ghost of Tsushima?
The Mongol Commander's armor is unlocked via the Tale called Fit for the Khan, where Jin is tasked with finding out five pieces of armor. The said armor was weaved by a master blacksmith in Jogaku for none other than the leader of the Mongols himself, Khotun Khan. It was meant for the Khan to be worn on his expedition to the mainland.
However, to prevent Khotun Khan from getting his hands on it, the blacksmith hid pieces of the armor across Kamiagata, before being killed for his discretion by Mongols. While some of these armor pieces were recovered by the Mongols, others are still hidden across Tsushima.

The quest is fairly simple, you're given five targets on your map, where you will find a piece of the armor set. Some of these pieces are inside a Mongol encampment, meaning you must destroy the encampment and fight one of the Mongol Generals in a duel, to get the armor piece.
Other pieces of the Mongol Commander armor set are held by the blacksmith's apprentices across Kamiagata. You will need to rescue those apprentices and peasants from Mongols before getting access to those armor pieces. Once you have all five pieces of the Mongol Commander armor set, return to the quest giver in Jogaku.
Talk to the blacksmith who gave you the quest to receive the Mongol Commander's armor. While most armor sets in Ghost of Tsushima can be upgraded, even the legendary ones like Ghost's, Tadayori's, and the Gosaku's armor, the Mongol Commander's armor is one of the few outfits that cannot be enhanced.
The primary perk of the Mongol Commander armor set is that it reduces detection speed by Mongols and disguises Jin while out of combat as one of the Mongol warriors. The armor set also comes with a few defensive traits, making it a perfect fit for hunting down Mongol encampments in Ghost of Tsushima.
