#1. There are 18 different decks Whizbang can offer you
Whizbang's Wonderful Decks are 18 different deck recipes, 2 from each class. Every class has 3 deck recipes, one is a "Classic" and the other two are mixed variations of new deck archetypes from the current expansion or previous expansion. Most of the decks offered are actually not terrible, though some are arguably worse than the others.
With the Rise of Shadows release, the deck recipes have also changed quite a bit. Since there is a Standard Rotation and cards from Journey to Un'Goro, Knights of the Frozen Throne and Kobolds & Catacombs are no longer available, Blizzard had to change the deck recipes and both deck recipes include cards from Rise of Shadows.

For example, Druid has two types of decks. One is a token minion based deck which focuses on summoning Treants, small minions and buffing the board. The other is a deck which focuses on the new "Heal" mechanic and includes cards like Crystal Stag and Lucentbark.
Metabomb has a pretty comprehensive list of decks to choose from. There will be 9 new decks to try from the next expansion and maybe Blizzard will tweak some of the existing ones and make it 18 decks. In conclusion, Whizbang is a Legendary with tons of value and offers a lot of fun, more than any Legendary that has been introduced in the game.
