#5. Righteous Protector

Expansion: Knights of the Frozen Throne
This little guy is just as good in Arena as he is in Constructed. The Taunt and Divine Shield combo are powerful enough that your opponent has to trade their weapon or minions twice just to kill this 1-health minion. Righteous Protector can be played in turn 1 or even in the mid to late game if you want to protect your minions from harm.
This card is similar to Wax Elemental, which is a 0/2 Taunt and Divine Shield. But it turns out, that 1-attack is pretty helpful!
#4. Dinosize

Expansion: Journey to Un'Goro
Dinosize never saw any play in Constructed. It is too expensive and many decks run hard removal to kill off a 10/10 minion. In Arena, however, Dinosize has a lot of value because board clears and hard removals are not offered so often. Having a 10/10 on board is a huge threat and your opponent will want to kill it as fast as possible, especially if they are losing the board.
You can turn your Silver Hand Recruit, Righteous Protector or any minion small or mid-range enough into a large threat with Dinosize.
#3. Vinecleaver

Expansion: Journey to Un'Goro
Weapons, in general, have a lot of value in the Arena Mode. You can hit instantly and damage a minion or punch face immediately. Vinecleaver is a strong 4-attack weapon which generates 2 silver hand recruits while you attack. That is extremely strong because you have a weapon which generates minions and board presence. You can get 6 total Silver Hand Recruits, worth 6/6 of stats with a 4-attack weapon. Lots of value even though it costs 7 mana!

#2. Sunkeeper Tarim

Expansion: Journey to Un'Goro
Sunkeeper Tarim is another card that is extremely strong in both Arena and Constructed. It has Taunt, which will protect your 3/3 minions. It can also punish your opponents bigger minions such as Giant Mastodon or Worgen Abomination or Linecracker. You can also Discover Sunkeeper Tarim through Stonehill Defender, a common card. So it is not that hard to get him even if you don't draft him!
#1. Spikeridged Steed

Expansion: Journey to Un'Goro
Spikeridged Steed is much more powerful and impactful in Arena than Constructed. In Arena, you don't normally have Silence or too many hard removals. You need to deal with +4/+12 worth of stats, both from the buffed minion as well as a 2/6 Taunt. There was a time when you could draft 3 or 4 Spikeridged Steeds and basically create a huge defence while your opponent struggles to destroy your Taunts.
It's safe to say that Arena players will be happy this card is leaving.
Honourable Mentions
Fungalmancer

Expansion: Kobolds & Catacombs
Although a Neutral card, Fungalmancer has a lot of synergy with Paladin cards. Paladins can constantly generate 1/1 Silver Hand Recruits and small token minions. So giving these small guys or even the big guys a +2/+2 buff is really strong and impactful. Mushroom Power!
Stonehill Defender

Expansion: Journey to Un'Goro
Stonehill Defender is probably the best Neutral card for Paladin in Arena. You can discover legendary Taunts such as Tirion, Sunkeeper Tarim or Zilliax. The range to choose from for Paladin is much better than most classes. Besides killing Silverback Patriarch, Stonehill Defender gives some serious value not just to Paladin, but all classes.
Drygulch Jailor

Expansion: Kobolds & Catacombs
Drygulch Jailor does not look like a threat, but the tokens he generates can come in handy at any point in the game. Besides Silver Hand Recruit synergies, you can put them on the field and Fungalmancer or Spikeridged Steed your Silver Hand Recruit to make them bigger and useful. He is a useful minion in the 2-drop slot.
Val'anyr

Expansion: Kobolds & Catacombs
Called Value-nyr, Val'anyr is a weapon which automatically puts it in the good books. After destroying it, you can buff a minion in your hand and get the weapon back when it dies. You can keep buffing a random minion in your hand which gives you stat advantage as well as the advantage of having a weapon to mow down opponents minion or their face.
