Zephrys can only be activated in Highlander decks, where you have no duplicates of other cards. There are many powerful Highlander decks with Mage and Hunter. It is one of the most diverse cards with a complex algorithm to it. It was a Day 1 craft for me.

Of all the Legendaries in the expansion, Siamat is probably the safest one to craft. Siamat is the "Zilliax" of this expansion and a very versatile card which can fit into many deck types. You can buff your Siamat with Rush to remove opponents, Windfury for scarier board presence, Divine Shield for durability or Taunt for protection. You can choose 2 of them which makes Siamat very flexible!
