Build "Fan Drawing Stall"

As mentioned, building a Fan Drawing Stall is one of the three objectives that you must complete in the By Moon's Grace event. To complete the task, you should start by interacting with the Wish House in the event location. Next, click on Fair Stalls near the bottom left corner of the screen and find the Fan Drawing Stall. To build the stall, you need 2000 Operation Funds.

If you have enough funds, you can build the stall and complete the associated quest to invite a Companion. However, if you lack some funds, you can obtain more by fulfilling wishes in the Lodge Wishes section.

Obtain Operation Fund

To obtain Operation Fjunds, interact with the Moon Chasing Festival event stall and go to the Lodge Wishes section near the bar at the bottom of the screen. Select any wish before selecting your companions to fulfill the task.

Once you have completed a task, you will get more Operation Funds and Wish Tags. Once you fulfill a few more wishes and accumulate enough funds, you can build the Fan Drawing Stall in the Fair Stalls section.

Complete the quest to invite Companions

Once you've built the Fan Drawing Stall, a new Wuthering Waves quest titled Wish You Were Here will trigger. It is a simple and short quest featuring Zhezhi who is planning to complete multiple painting commissions. You must help her by clicking a couple of photographs and giving them to the stall keeper so that Zhezhi can use them as references.
