You need to surf on the water, pass through rings, and reach your destination to complete the challenge.

As mentioned above, completing the Water-Skiing challenge in Tethys' Deep is one of the objectives that can be found in the Depths of Galaxy section of the Where Stars Slumber event. The event gets unlocked after completing the main story quest in the Wuthering Waves 1.3 update. Once the event has been unlocked, you can head to the designated location to start the challenge.

Teleport to the Resonance Beacon northeast from the Bank of Life and head towards the northeast. You will find the challenge on the shore of a small island. You can also easily find the challenge by tracking it from the event's page. Once you have reached the location, simply interact with it to begin the challenge.

This is one of the easier Aetherfin water-skiing challenges, as all you need to do is surf over the water and pass through the blue rings that appear along your path and reach your destination.
