When do you get to control party members in Metaphor ReFantazio?

Initially, players will only be able to control the protagonist in battle, especially during the early hours of the story. In these scenarios, party members on the hero's side will be controlled by the AI. Not long after, key allies such as Strohl and others will gain access to their Archetypes as they face adverse situations alongside the hero.
This is when control of the party member will be granted to players for the rest of the game. Normally, the AI may not perform actions that players want them to in battle, but after gaining control, players can go ahead and strategize as they see fit. This includes swapping Archetypes, their equipment, and so on.

Allies will have the same control setup as the protagonist, from using spells and guarding against incoming attacks to swapping formations on the fly and using items to support teammates and hurt foes. That said, they can only be controlled in battle. In the overworld, players will control the protagonist to traverse the environment while teammates follow him around.
