You can acquire the Weird Water artifact only after unlocking the Zaton region. Meaning, completing some of the initial main missions is crucial. Head to the northeast part of Zaton and locate the Wandering Lights anomalous area. It's situated in the southeast direction of the Weather Station. The anomaly only shows up during nighttime, specifically after 10 pm.

You must take precautions and go inside the anomaly. The lights in this area can deal a lot of damage and quickly kill you. For this reason, you should carry plenty of healing items.
