To acquire Cores in Frostpunk 2, you'll need to explore the frostland, a vast area outside your city. Early in the game, as you're building housing, extraction, and industrial districts, be sure to frostbreak (clear frost) your way toward the city's edge. There, you'll discover locations where you can place logistic districts.

Each logistic district you build unlocks a frostland team that you can send to explore the map. Additionally, you can increase the number of available teams by upgrading logistic districts with Scout Headquarters. The sooner you build and upgrade these, the faster you can start gathering crucial resources.

Once you've established frostland teams, you can start exploring the various nodes on the frostland map. Clicking on a node will reveal information about what you might find, such as coal, prefabs, people, or steam cores.
