You can obtain Inugami Heads in Shin Megami Tensei 5 Vengeance after defeating Inugami. However, you must first talk to Baphomet, who is located in Da'at Shimegawa, near the Container Yard Leyline. You will find him sitting in one of the many warehouses. Talk to him to start the Magic from the East side quest.

Head out of the warehouse and you can spot plenty of Inugamis in front of you. Keep in mind that the number of heads you will acquire depends on how many Inugamis you defeat during the particular encounter.
