You need to be on or above Mayhel Level 6 to get your hands on the Reflux Shotgun in Borderlands 3. On top of it, you also have to finish 'The Family Jewel' mission.

The Reflux Shotgun can only be farmed from GenIVIV, a boss on the Voracious Canopy map on Planet Eden 6. Given that this boss has a strong shield and armor to defend herself, you will have to use shock and radiation elements to break through her defenses.

Once you have defeated her for the first time, and consequently completed 'The Family Jewel' mission, return to this area and take on GenIVIV again. From this point on, the Reflux Shotgun will be available as a possible drop from this boss. However, do note that the chances of it dropping are relatively low.
