One of the primary ways to obtain a Sanctifying Elixir is by extracting it from a certain number of upgraded artifacts using the Artifact Transmuter. Note that you can only get up to 100 Extraction Progress per cycle, which will then be used to produce one Sanctifying Elixir. Furthermore, any excess Extraction Progress will be saved for the next Extraction Cycle, which resets every few weeks.
