Just like all the other recipes of the game, Fugu Sushi is also categorized based on the number of ingredients required to make it. Since players will need three ingredients to cook Fugu Sushi, it falls under the category of a three-star recipe.

Additionally, note that, unlike many other recipes, you cannot swap any of these ingredients with another item. The ingredients that you need to make this dish are:

The first ingredient which is Fugu, can be caught by going fishing at Dazzle Beach. Look for this fish in the orange bubbles. Also, this fish can only be caught during thunderstorms so you will need to look for it when it rains.

The next item on the list is Seaweed. It can either be collected from the shore at the beach, or it can be gathered while fishing as well. Additionally, there are a few instances where Moana will get it for you while returning from her fishing trip.

The last item on the list is Rice, which can be purchased from Goofy's Stall in the Glade of Trust for 61 Star Coins.

Once you have all the items, head to a cooking station in the game. Now, put everything into a cooking pot and wait for a few seconds. Voila! Your Fugu Sushi is ready. You can either sell it to earn 1300 Star Coins in the game or even restore a whopping 3261 Energy, making it one of the best sources of energy in the game.

Moreover, you only need to spend 61 Star Coins in total to purchase Rice. The other two ingredients are free. But selling the dish will get you 1300 Star Coins, which is a good trade.
