There are seven factions in Fallout London. Each of these has its own backstory and works uniquely.
All the factions have been listed below:
1) Gentry
The Gentry rule over London and they are descendants of the pre-war aristocracy and British administration. They rule the city from within the confined walls of Westminster and have grand plans to reunite the United Kingdom. Currently, their power and control are loosely exerted over London only.
This faction in Fallout London is actually a Feudal body that has hidden under the facade of Democracy.
2) Tommies
The Tommies were initially formed as a militia group dedicated to protecting London. While they originally had noble and pure intentions, currently they are just tools under the Gentry's employment.
The Tommies primarily defend the city on behalf of the Gentry. Although mere puppets, they might hold the key to changing London's future in the long run. The Tommies also serve as the defensive forces around the walls and territories, appearing as "Retro-futurized Great War soldiers."

3) The 5th Column
The 5th Column is a faction in Fallout London that is headed by Eve Varney. This group wants to demolish the current city and create a new empire from its ashes. Primarily backed by London's lower classes, they preach the need to destroy the world and recreate it in their leader Eve's image, directly mocking and rivaling the Gentry.
4) Camelot
Camelot is historically relevant as a place where all had a seat at the Round Table. With that noble intention in mind, this faction is an underground organization that wants to free the city from the Gentry rule and place a proper representative republic as the new government.
Believing in the rights of the British people, Camelot initially wanted a peaceful reformation. However, with the Gentry's violent methods, the group has now transformed into a front for revolution against the Gentry and their complete abolition.
Camelot is equally influenced by WWII commandos as it is by King Arthur and his knights. They want to learn from the past so that they can construct a better future without being burdened by it.

5) Isle of Dogs Syndicate
The Isle of Dogs Syndicate is a criminal faction in Fallout London that controls the Borough of Millwall. This group works as merchants and looks after the city's largest scavenging operations from their headquarters situated in One Canada Water.
With their roots in pre-war gangs, this group can be considered to be comprised of wealthy and professional criminals, who are in constant conflict with The Vagabonds after having their leader murdered.
Given the current scenario, they are subdued under the Gentry and have to regularly pay a portion of their profits to them. While they do not have a way out yet, the Isle of Dogs Syndicate will pounce at the slightest opportunity to opt for a "change in management."
6) Vagabonds
The Vagabonds are sworn enemies of the Isle of Dogs Syndicate and are only fuelled by revenge since the latter murdered their leader in the year 2237. Their only goal is the complete annihilation of the Isle of Dogs Syndicate and they will go to any lengths to achieve this.
Although this group's leader Sebastian Gaunt is crude and rash, he actually wants what's best for his group and looks out for the well-being of the members. This in turn backfires, as many people want to betray and silence him owing to his poor attitude.
Inspired by the infamous Peaky Blinders, this group initially sought to be an equal but less violent counterpart to the Isle of Dogs Syndicate; however, their thirst for revenge has skewed this aspiration.

7) Angel
Angel is a faction in Fallout London that is shrouded in mystery. Some say that they descended from a "British government deep science ministry" from a pre-war era. Many claim that this covert group is just an urban myth, and has eyes and ears everywhere, secretly controlling and monitoring the lives of everyone in London.
That said, those who believe in its existence consider Mr. Smythe to be its top brass. The general consensus is that he is secretly the one controlling London, although nobody knows for sure. And for the select few who do, they whisper nothing; just how Mr. Smythe likes it.
