The Roar of Rugalea, despite being a rather ineffective Incantation against bosses, is still very useful in PvP of Elden Ring Shadow of the Erdtree. Back when Shadow of the Erdtree was first announced with its gameplay trailer, fans were incredibly excited to get their hands on the Runebear Incantation that was briefly showcased in the trailer, and for obvious reasons.
While Elden Ring's base game has a wealth of beast-type enemies, apart from Dragons and Magma Wyrms, none of the Roar Incantations made use of the other beasts. However, Shadow of the Erdtree finally changed that, allowing players to channel the might of a Runebear, albeit at a much smaller scale.

Where to find the Roar of Rugalea in Elden Ring Shadow of the Erdtree?
You get the Roar of Rugalea after defeating one of the two Red Runebear bosses in Elden Ring Shadow of the Erdtree - Rugalea the Great Red Bear. To get to Rugelea, you first need to head to the Temple Town Ruins, which is accessible through Rauh Ruins. Reaching the Temple Town Ruins is quite easy once you arrive at the Rauh Ruins.
However, to get to Rauh Ruins, you first need to make your way to Scadu Altus and Moorth Ruins, which can only be done after defeating Rellana, Twin Moon Knight.
Once you reach the Temple Town Ruins, head northwest, following the ravine to reach the Ravine North Site of Grace. Do note that the path to the Ravine North is through a forested area filled with Lesser Kindred of Rot enemies. It's best to avoid using Torrent and dealing with the enemies first before you proceed to the Site of Grace.
Once you reach the Ravine North Site of Grace, simply head north until you reach the plateau on the edge of the map. This is where you will find Rugalea the Great Red Bear. The fight against Rugalea is identical to that of Ralva the Great Red Bear; however, the former has much more health and also deals more damage.
The best way to deal with Rugalea is to use Flame Incantations or Flame-imbued weapons, which deal bonus damage to beast-type enemies in Elden Ring. Once you defeat Rugalea the Great Red Bear, you will be rewarded with the Roar of Rugalea Incantation. Do note that in order to use the Incantation, you need to have at least 14 Faith.
