Laws in Frostpunk 2 are an essential part of the game that stems from the Idea Tree. Players gain access to this feature after constructing a Research Institute in one of the Housing Districts. It brings citizens from different factions together and helps you find solutions to ongoing issues like Fuel Shortage or Storage. Depending on the faction’s background, the workarounds provided to the player are different and sometimes arrive in the form of Laws or Legislative reforms.

Stewarding an entire region in the vast Frostlands can be difficult, so it is important to impose rules in the main city. This is why it is crucial to look through different Ideas and pick the most effective one to help the citizens deal with various obstacles. However, choosing a faction’s solution can cause players to lose out on valuable relationships with others in certain scenarios.

The Laws in Frostpunk 2 are divided into four distinct categories:

  • Survival
  • City
  • Society
  • Rule

Each of the categories features different laws that can be used to aid the city, increase the survival statistics, control and help factions flourish, and maintain order throughout the area while quelling discord among the masses.


How to set laws in Frostpunk 2?

Players can follow this quick guide to easily set up Laws and govern their cities to make the most out of the Frostlands:

  • Construct a Council Hall directly in the Central District to begin voting on Laws. This is a prerequisite that needs to be satisfied before you can gain the ability to pass laws and enforce them in the main city.
  • Once the Council Hall is ready, you can access the Law Proposal option that is present on the bottom left side of the screen. In the early phases, you will have access to only a handful of different legislations that can be voted on.
  • After clicking on the proposal option, you must choose a category to dive deeper into individual laws.
  • You can select whichever law you wish to send to the Council. All laws require a total of 51 votes to pass but Rules need a two-thirds majority to be accepted and enforced.
  • Most of the time you will find yourself needing to negotiate with different factions about the votes. Here you can select which faction you want to negotiate with and then make a promise to either make them agree or disagree with the law in the Council.

How to replace Laws in Frostpunk 2?

Replacing Laws in Frostpunk 2 can be done just like passing a new one. All you need to do is choose a different law to replace the existing one and push it forward for a vote. Again, you would generally need to negotiate with some of the factions to get your laws passed. Alternatively, you can also convince some to not vote for the laws as the Council can pass their own when provided with an agenda.

How to remove Laws in Frostpunk 2?

A few of the laws in the game can be reverted to their initial stage or No Common Rules state. However, this requires the support of one faction. However, the process still requires to go through a voting phase and cannot be done for every category in Frostpunk 2. It is generally more useful to implement one of the proposed laws than to go out of one’s way while making new laws.
