Civil Wars break out when two or more Factions or communities are at odds with each other and their Fervor is extremely high. They must be quelled instantly, or you risk your City descending to anarchy.

Civil War in Frostpunk 2 is the state when Fervor between two or more Factions or communities crosses acceptable limits. This results in an all-out war that wreaks havoc on your City's Tension and tanks the populace's Trust in you. It is one of the most extreme situations you will face in-game and you must put an end to it if you wish to protect and sustain your City.

Civil Wars are primarily caused when opposing Factions reach high Fervor and their riots or protests go unchecked. Factions end up committing acts of violence and atrocities against each other, resulting in localized disturbances turning into all-out war.

How to Stop Civil War in Frostpunk 2

You can stop a Civil War using the Captain's Authority in Frostpunk 2. This is one of the most coveted Laws for players who wish to rule the City unchallenged and establish order during chaos. It gives you unilateral power to make decisions and prevent radicalized Factions from tearing each other apart.

During the Civil War, this Law changes your role from the Steward of the City to the Captain in Frostpunk 2. It eliminates the system of Trust — all Factions and communities follow your words as Law. This is one of the first steps in ensuring your City does not fall due to Tension and moral crisis.

You can enact the Captain's Authority to stop the Civil War in Frostpunk 2 by unlocking all the Rule Laws. The Rule Laws require a 2/3rd or 70% majority vote, so make sure you have majority support before you proceed to the polls. It is recommended to not lose voting while using the Guided Votes as this will reduce your Trust further and push you to the brink of collapse.

Once you have successfully passed all the Rule Laws, you must put the Captain's Authority Law to vote. In times of turmoil like the Civil War or a coup, the Factions and even the affected communities will be more likely to grant you this power. Use the Guided Voting Rule Law to push all the votes in your favor and pass the Captain's Authority Law to enact it.

Once the Law is passed, head over to the City Control menu at the Generator and select the "Secure Your Rule" option. This rule essentially allows you to secure your power and establish unopposed dominance throughout the City. Make sure you have 45 Guards before you select this option. You will notice an immediate decline in the Fervor of the Factions as well as a progressive reduction in the Tension.

Once you have completed the Secure Your Rule option, you will notice an action bubble on your screen. Interact with it to get the choice to condemn either or both of the Factions. This is an entirely personal choice, and if you wish to punish both perpetrators equally, you can.

Your next step to curb the Civil War in Frostpunk 2 is to build a settlement enclave for the condemned Faction or Factions. You will be asked to place watchtowers and ensure the enclaves are not near Housing Districts or rival encampments.

Once this is done, open up the information panel of any one of the encampments and click the "Begin Enclave Relocation" button to start the relocation of the Faction(s) to prison camps. This will finally end the Civil War and you will get an information panel that tells you that the protests are dying.

Alternatively, you could also stage a coup with more than 120 Guards and take hold of the Council. You can then pass the Captain's Authority Rule from the Council unopposed and curb all democracy in your City. This will establish your word as the rule of Law, and gradually end all protests, thereby stopping the Civil War in Frostpunk 2.

It is recommended to not strain your relationships with any of the Factions after the Civil War is over. Avoid passing any Radical Laws or enraging Factions, to maintain peace and continue the City's survival in the Frostlands.

If you do not stop the Civil War in Frostpunk 2, all hell continues to break loose. Tension rises to severe levels, and Districts shut down due to protests and rallies. Mass killings occur on the streets as Factions try to cull each other and emerge victorious.

You will notice a sharp decline in your productivity as well as marginal wear in Districts due to damage and sabotage by the rebellious Faction. Fervor will keep rising and Factions will resort to child soldiers and senseless murder. The blood of your citizens will be on your hand if you stand by and do nothing.

Ultimately, the City will fall. The bloodthirsty populace will come knocking at your door and you will either be granted a swift end or banished to the Frostlands, never to return (not recommended, it is really cold out there).

How to prevent a Civil War in Frostpunk 2

One of the best ways to prevent a Civil War in Frostpunk 2 is to make sure you do not enrage any particular Faction. Try to maintain neutrality with all the Factions and communities and make sure their Fervor is never more than two levels. Negotiate with the Factions or grant them agendas to gain Trust from them. Additionally, you can also promote them and grant them funds.

You could also use the Rule Laws such as the Bureau of Propaganda and the Secret Police to get rid of members of problematic Factions. Although it is recommended that you use the Prisons to round them up and reduce dissent. This is a more peaceful option than making members of problematic Factions vanish mysteriously.
