As mentioned above, Touch the Modulation Device in the Greenhouse is an objective in the Where Stars Slumber event. Players can find this objective in the Seaside Wandering segment on the event's page.

It is important to note here that the Where Stars Slumber event will not become available right away, and players must go through the main story quest of the version 1.3 update to fully unlock the event.

Teleport to the Resonance Beacon northwest from Tethys' Hub and start heading towards your southeast. The Greenhouse is going to be the highest building that you see in front of you, and the piano inside the Greenhouse will be the Modulation Device.
