As mentioned above, to unlock the Black Shores region, you must start the main quest of version 1.3 of Wuthering Waves: Chapter I: Act VII - From the Echoes of Destruction. Following the 1.3 update, the quest will become available right away and can be accessed if you have finished the prerequisites.

The quest begins at the Port City of Guixu, where you meet Yangyang, and the newly released 4-star Resonator, Youhu. As you progress through the quest, you will be tasked by a Bloom Bearer agent named Niya to find her missing colleagues and ensure their safety. You will come across some Tacet Discords along the way that must be defeated to progress further. Defeating the enemies is followed by a short dialogue that reveals the fate of the missing Bloom Bearer agents.

This interaction is followed by a cutscene that automatically teleports you to the Black Shores Archipelago. Progress further and complete the quest to reveal the entire archipelago on your map. It is important to note that the Black Shores Archipelago is only the first half of the entire Black Shores region. There is also the Tethys' Deep region that must be unlocked to fully get access to the entire Black Shores region.

To reach the Tethys' Deep, you must progress further into the main quest. You will eventually reach a point in the story where your objective will be to restore corrupted Anchors in various locations across the Black Shores Archipelago. Use the robot KU-Key's special abilities to cleanse the corrupted cores on top of these corrupted Anchors.

Once you have cleansed all the corrupted Anchors, a portal will open in the center of the archipelago. Go through the portal to reach the Tethys' Deep region, finally unlocking the entirety of the Black Shores map.

It's best to complete the main quest before exploring the Black Shores region, as many challenges and sub-regions, including the new world boss Fallacy of No Return, are locked behind its completion.
