Based on the limited information at hand, there is nothing to indicate or hint at Civilization 7 being added to Game Pass in the near future.

For context, Civilization 6 has not yet been added to Game Pass despite being released back in 2016 (nearly nine years ago). Based on this fact, it is highly unlikely that the next iteration of the game will be added at all.
